The Challenge

Challenge statement

Morocco's Supreme Audit Institution (Cour des Comptes / CDC) and its twelve Regional Courts of Audit (Cours Régionales des Comptes / CRC) are seeking innovative companies to develop a solution automating public procurement controls at the three stages most exposed to irregularity risks: competitive tendering, offer evaluation, and contract award. Note: These challenge statements reflect the CDC/CRC's perspective and are provided for reference. Innovative approaches and alternative methods to achieve the intended outcomes are encouraged.

Challenge — Public Procurement Audit

Automate regulatory compliance, ethics, and transparency controls across competitive tendering, offer evaluation, and contract award stages, by systematically exploiting structured data from the Public Procurement Portal (Portail des Marchés Publics) and unstructured documents from tender files. The solution must shift from manual sample-based analysis to exhaustive, systematic coverage of all contracts within a mission scope.

  • Automated execution of regulatory compliance tests on competitive tendering, evaluation, and award stages, based on the CDC audit guide and regulatory framework
  • Semantic analysis of contractual documents (specifications, evaluation grids, commission minutes) to detect biased specifications, discriminatory criteria, or insufficient publication deadlines
  • Detection of ethics breach signals, particularly regarding probity obligations (Déclarations d'Obligation de Probité) of commission members
  • Alerts dashboard with full traceability: data source, triggering control rule, expected value vs. observed value
  • Automated cross-referencing of Public Procurement Portal (Portail des Marchés Publics / PMP) data with tender files

    The selection committee announces the companies selected to develop a Proof of Concept with the CDC.

    Selected companies participate in the 4-day programme in Switzerland and Morocco, and present their solutions at the GovTech Conference.

Eligibility

Who can apply?

Applications are open to startups, scale-ups, and SMEs worldwide with expertise in AI, data analytics, NLP, or digital solutions for the public sector.

  • Legally incorporated company
  • Fewer than 75 employees
  • Proposals are accepted in both English and French
  • At least one team member fluent in French is required
  • Under $5M USD in annual revenue
  • Technical expertise in AI, NLP, data analytics or public sector software
  • Capacity to develop on-premise solutions (data sovereignty requirements apply)
  • Open to companies from all countries — no geographic restrictions

Frequently Asked Questions

When will applications open?
The challenge launched on 26 June 2026. Applications can be submitted until 21 August 2026.
Do I need to address both challenges?
No. You may submit a proposal for one or both challenges. However, proposals covering both challenges in an integrated approach are welcomed.
Is the programme funded?
Yes. All core programme services are provided at no cost, including the Switzerland/Morocco bootcamp, conference, mentorship, and all associated travel expenses for selected companies.
In which language can proposals be submitted?
Proposals are accepted in both English and French.
How will proposals be evaluated?
Complete applications will be evaluated based on: technical feasibility, potential impact, team capability, scalability, and the ability to meet on-premise and data sovereignty requirements.
