The Challenge
Challenge statements
Morocco's General Inspectorate of Finance (Inspection Générale des Finances / IGF) is seeking innovative solutions to modernise two key public finance audit processes. Note: These challenge statements reflect the IGF's perspective and are provided for reference. Innovative approaches and alternative methods to achieve the intended outcomes are encouraged.

Develop an integrated solution covering annual risk-based audit mission programming (P1) and operational mission team planning (P2) for strategic public establishments and enterprises. The IGF conducts approximately 200 audit missions each year. The programming process currently relies on manually assessed criteria, and team composition is based on an internal CV database and manually updated tracking spreadsheets.
- Multi-criteria assessment of strategic public establishments and enterprises, with modular and configurable criteria and historical analysis of programming and audit data
- Tool-driven suggestions to improve and enrich risk criteria
- Predictive monitoring system to anticipate risk developments
- Skills/mission matching engine using availability and mission history for team composition
- Production of the audit mission planning document for strategic public establishments and enterprises for validation by the Inspector General
Sm@rt Public Procurement Auditor
Develop an integrated intelligent public procurement audit solution — document intelligence, compliance analysis, and deliverable generation — covering the full audit process from preparation through deliverable production (procurement phase). The solution must be hosted and processed on-premise, with no calls to external cloud APIs, and support French/Arabic multilingualism.
- Indexing and querying of permanent and mission files (natural language, French and Arabic multilingualism)
- Analytical report generation and answers to cross-cutting questions on the document corpus
- Analysis of Public Procurement Portal (Portail des Marchés Publics / PMP) data and tender documents (DAO)
- Automated compliance tests on the procurement phase, evolving towards predictive tests
- Assisted generation of deliverables and key documents

Eligibility
Who can apply?
Applications are open to startups, scale-ups, and SMEs worldwide with expertise in AI, data analytics, or digital solutions for the public sector.
- Legally incorporated company
- Fewer than 75 employees
- Proposals are accepted in both English and French
- At least one team member fluent in French is required
- Under $5M USD in annual revenue
- Technical expertise in AI, NLP, data analytics or public sector software
- Capacity to develop on-premise solutions (data sovereignty requirements apply)
- Open to companies from all countries — no geographic restrictions
